Manager of Budget Planning

Wheeling Jesuit University


• Bachelor’s degree required. Master’s degree and/or CPA preferred.
• Higher education or related experience in complex organization required.
• Experience with financial/budget management systems, financial software, and spreadsheet applications.
• Demonstrated track record or analytical ability and management.
• Excellent written and verbal communication skills required.


To develop, manage, and communicate the University’s budget in concert with institutional strategic plans and goals. To prepare annual budgets for all funds, including operating and capital funds. To conduct and/or evaluate financial projections, modeling, or other analyses in support of decision-making and planning. Serves as a resource to University administrators for problem resolution and budget implementation issues.


• Prepares University and all funds budget including Current General Fund, Current Designated Fund, Auxiliary, Plant, and Capital budgets; advises Executive and Administrative Officers on budget process, issues, and opportunities.
• Ensures continuous improvement and review of budget process.
• Develops and implements proposed budget policies and related procedures.
• Authorizes establishment of new accounts, and manages budget modifications and transfers.
• Manages budgeted personnel information and the University’s position control system.
• Assesses budget performance by variance, trend and ratio analyses.
• Develops and implements decision support systems, including pro forma budget analyses, assessments, financial projections, reports and planning models. Utilizes same to evaluate University projects, strategic plans, programs, and operating units.
• Proposes and prepares budget and fee resolutions, schedules, and documents for Board of Directors.
• Supports training of University community regarding budgetary procedures, processes, and systems.
• Represents the Vice President for Business and Finance as liaison to University community and external constituents regarding budget and related issues.
